BEC-Baltimore presents: Baltimore City Hall Preservation Discussion
Please join BEC-Baltimore and Building Envelope Consultants and Scientists to discuss the preservation of one of Baltimore’s primary historic landmarks. Baltimore City Hall was constructed in 1876 and is one of the earliest and most intact examples of Second Empire government architecture in the country. The structure’s stone is significant Beaver Dam Quarry, ‘Cockeysville Marble’ that was also used in the Washington Monument in DC and in Baltimore, as well as the National Capitol. Over the years and after surviving the Great Baltimore Fire of 1904, several pieces of the stone have become dislodged, broken, stained, and connections corroded. This presentation is to provide education on the building’s construction and how a preservation program was implemented to restore the building.
In this session, participants will:
- Learn tips on inspecting historic stone and mortar and how to categorize areas for prioritization;
- Review different forms protecting the sidewalk and overhead areas of a busy and active office while providing safe access for the public;
- Observe methods developing a mockup stage to test various cleaning solutions to select the most effective and safe method of cleaning the façade; and
- Review the requirements for bidding special craftsmanship labor to replace historic elements in kind under prolonged phase requirements.

Biography
Patrick O’Brien, Project Manager at Building Enclosure Consultants and Scientists
Patrick’s experience includes the assessment and restoration of various building enclosure components, including roofing, façade access systems, and exterior wall repairs. Patrick’s SPRAT and IRATA certifications enable him to perform façade assessments using rope access. He is the current Project Manager for the Baltimore City Hall Restoration Project, the restoration of the Historic Belvedere Hotel, and The Basilica of the Assumption. He is the Marketing Chair of The Association for Preservation Technology, Washington DC Chapter.
